Getting reciprocal links for your new site is a classic "Catch 22" proposition: you can't get reciprocal links because your site doesn't have any reciprocal links. This article discusses ways you can get links to your new site.

Note: Throughout this article we refer to "page rank", page rank is Google's measure of a site's link popularity.

Look For Links From Directories First

Directories are more likely to link to you regardless of your incoming link count. Directories are (generally) more concerned with the quality of your content and often don't even request a reciprocal link
